Drivers in New York have to drive slowly. There is a new speed limit of 40 kph(公里/小时). The city wants people to drive carefully. It wants to cut down accidents and deaths. The city wants to protect children and old people. But some people say the new speed limit will increase accidents. 

    Most countries have speed limits. The first speed limit was 16 kph. This was in the UK in 1861. The world's highest speed limit is 140 kph. Some roads have no speed limit, like in Germany. The WHO(世界卫生组织) said 1.24 million people die every year in traffic accidents. Speed limits could make this number smaller.
